Tulevaisuuden työmarkkinat (Future Labour Market) is a national coordination project that aims to improve the effectiveness of measures related to the European Social Fund Plus’ (ESF+) theme of labour market matching.

What is the project about?

The Tulevaisuuden työmarkkinat coordination project is part of a broader portfolio of ESF projects, totalling approximately EUR 12.7 million, focused on improving market matching theme.

The project aim is to enhance the effectiveness of national measures and projects related to the theme of labour market matching. This includes planning, coordinating, and supporting thematic activities and sub-projects, as well as facilitating cooperation among relevant actors. 

If successful, the project will improve the opportunities for successful business and increase the employment rate.

Purpose of the project

The project also develops new operating models, such as cross-regional employment services and cooperation between the private and public sectors, builds employment networks and promotes data-driven management.

In addition, the project works closely with the employment areas by supporting the establishment of services and networks that improve labour market matching. It also strengthens the skills and competence of those working in employment services.

Target groups

The target groups of the coordination project are the organisations that work to solve labour market matching challenges, such as:

  • Economic Development Centres
  • educational institutions
  • employment areas and municipal employment services
  • private employment services
  • Service Centre for Continuous Learning and Employment
  • companies and regional councils involved in development activities as well as labour market actors, organisations and projects
Objectives

The aim of the Future Labour Market coordination project is to develop solutions to the labour mismatch problem, to embed these solutions into established practices, and to enhance the effectiveness of national measures and projects related to labour market matching theme.

The objectives of the coordination project are to:

1)   Identify needs and ideas related to the labour mismatch problem based on data-driven management and regional networking. In cooperation with the Ministry of Economic Affairs and Employment and the funding authority, those ideas are developed further by calling for sub-projects. The sub-projects focus on developing cross-regional employment services, private and public cooperation, and operating models that respond to change.

2)   Support the piloting of new approaches to addressing labour mismatch problems through sub-projects.

3)   Promote the success of sub-projects and pilots by facilitating the sharing of best practices, connecting relevant actors, and avoiding duplication of efforts.

4)   Create models for data-driven management, enabling the production, processing, and practical use of data in the development and evaluation of solutions.

5)   Improve the efficiency and recognition of public employment services by promoting the dissemination and adoption of best practices among employment authorities, as well as increasing awareness of available services and opportunities for cooperation between public and private actors.

6)   Strengthen cooperation between private and public sectors to ensure that labour market information available regionally and nationally and transformed into solutions that support guided employment.

7)   Support regions in preparing for the TE24 reform by supporting the establishment of services and networks that enhance labour market matching.

8)   Develop and enhance national employment services together with public and private employment service providers.

Why is this coordination project necessary?

Despite the development measures taken to address labour mismatch, the problems persist or have even worsened as the labour market has undergone significant changes. The underlying causes of labour mismatch problems vary across sectors and regions.

The coordination project supports regional actors to join forces to tackle these challenges. It enables to development of established practices for data utilisation and collection of effective solutions in a shared data base for everyone to use. The project helps to establish an effective model for cross-regional employment services and increases awareness of public employment services.

Addressing labour mismatch problems is essential for supporting employment, economic growth, and social development in Finland. The project contributes to ensuring that Finland can maintain its competitiveness and continue to provide the services expected of a welfare state.
